Synopsis:-Under a World Bank-financed programme to rebuild and widen rural bridges across Assam, Monarch Surveyors and Engineering Consultants has secured a Letter of Award worth Rs. 1.74 crore for design and DPR consultancy on 193 bridges in one of eight project groups, a modest addition to an order book built largely from small, recurring government survey and consultancy mandates.
A small-cap engineering consultancy focused on government infrastructure survey work has come into focus after disclosing a fresh Letter of Award tied to a World Bank-backed rural connectivity programme in Assam. The contract covers design and detailed project report preparation for 193 bridges spanning maintenance, widening, replacement and new construction work, much of it linked to structures damaged or washed out by flooding and landslides.
With a market capitalization of Rs. 302.94 crore, the shares of Monarch Surveyors and Engineering Consultants were trading at Rs. 214 per share, up 1.88 percent from its previous closing price of Rs. 210.05 apiece. It is trading at a P/E of 8.1.
The Letter of Award covers Group H of the Assam Resilient Rural Bridges Program (ARRBP), an initiative of the state’s Public Works Roads Department financed by the World Bank to address rural bridge infrastructure damaged by recurring flooding and landslides. The scope spans maintenance of existing bridges, widening, replacement of temporary structures with RCC bridges, construction of new double-lane RCC bridges in missing network gaps, and rebuilding of distressed or collapsed structures, all bundled into eight project groups of which this is one. The company has confirmed the transaction does not fall within related-party transactions and that consideration is purely cash-based, with the work to be completed per the LOA’s defined timeline.
At Rs. 1.74 crore, the order is small relative to the company’s scale and is best read as a continuation of its core franchise rather than a standalone catalyst: winning a high volume of small-ticket government survey, design and project-management mandates across roads, railways and water infrastructure. Filings through May and June alone show separate awards from South East Central Railway, Southern Railway and a Maharashtra licensed-surveyor contract, underscoring a model built on order volume rather than order size.

Incorporated in 1999 and listed on the BSE SME platform, Monarch Surveyors and Engineering Consultants provides survey, design and technical supervision services across roads, railways, metros, town planning, geospatial mapping, land acquisition, water and transmission line projects, covering the full lifecycle from concept to commissioning. For FY26, the company reported revenue of Rs. 172 crore, up 11 percent year-on-year, and profit after tax of Rs. 37 crore, up 7 percent, a marked deceleration from the 34 percent sales and 63 percent profit compounded annual growth rates of the preceding three years.
Debtor days have risen to 113 from under 80 a year earlier, and operating cash flow turned negative in FY26 even as reported profit grew, a divergence worth tracking given how working-capital intensive government consultancy billing cycles can be.
